Government Administrative Divisions

India is a federated union of 29 states and seven union territories operating autonomously under a central government. All the states and two of the union territories (Puducherry and the National Capital Territory of Delhi) have an independent government that takes the form of the Westminster parliamentary model. The other five union territories are governed by executive administrators appointed at the federal level.

The states and territories are further subdivided into districts (zilā), of which there are 731 total. The 731 districts are further subdivided into smaller municipal units of government called urban local bodies (ULBs) in urban areas and blocks (tehnsils) or villages (gram panchayat) in rural areas.
